It doesn't create and update the users and groups inside the world folder. Using Windows 7 x64

There is a Problem with Permissions, use 2.7! Phonic will add Support for Permissions 2.* =)
many users got Problems with Permissions 3

There is support for Permissions 2 you just dont want to update past 0.9.4.4
I myself will not update to permissions 3 for another week or so, its not stable enough and there are still way to many issues.

I am normally up to date with MCMA but this time it looks like I will have to stay at 0.9.4.4. Thanks for all the input.

If I remember correctly, I opened a feature request for full multi-world support and was summarily told "No" it will not happen.
I can only assume this extends to mutli-world support for permissions.
However, I setup/tested Permissions 3.x and MCMA .0.9.4.8 was properly updating the globalusers.yml and globalgroups.yml file, which is the fall back permissions if an individual world doesn't have anything set.

Currently there's an issue with Permissions 3.x properly handling the globalX.yml files.
